I want to make videos like this for my new Youtube channel:

What software should I use? What about script writing? How do I write script for these kind of videos? If I hire a script writer, where should I hire them?

After Effect & Vegas Pro can do it.
Affordable script writers can be found at fiverr.com, freelancer.com, upworks.com, peopleperhour.com, etc
If you have all footage already (and also the voice over and script)... you can just simply hire a video editor to do all the work.
You can hire him/her on those websites I mentioned above.

You can go through my Udemy course to learn how to add footage and audio in Sony Vegas (the method can be applied to any video editor). You can edit lower thirds and intro/outro AE templates in After Effects.
