Hi transzz. In order to achieve a high quality audio, you need a good mic. There are good quality mics on Amazon that cost as low as $6 such as Neewer 3.5mm Hands Free Computer Clip on Mini Lapel Microphone (3X Lapel Microphone) I watched the customer video reviews of the product and it sounds good. You can simply attach this mic directly to your computer or your DSLR camera that supports an external mic. If you have a home studio and are going to record professional voice overs, you need a studio broadcasting mic which cost more.

Hey Transzz,
I use a Behringer 302USB mixer paired with a Neewer NW700 Microphone. You can pickup the pair on Ebay for about $50-60. That gives you a good quality XLR Studio Mic, with a simple mixer for making audio. That's a cheap combo to get you started.
Often the more important issue is your recording environment. How much surrounding noise can you eliminate? I converted a walk-in closet into a small recording room using some cheap mattress pads thumb-tacked to the wall for sound dampening.
